Any application that has a "maximize" option always goes fullscreen?

apps such as firefox, and wmp that have the fullscreen option automatically go fullscreen and hide my taskbar. is there any way to change the settings to only go up to the edge of my taskbar and not hide it? and if your curious, autohide taskbar is OFF
