What about Markarov since his the bad guy whose responsible at the killings at the airport?

According to COD4 MW2, why the game didn't confirm the ending of Markarov, what we played n saw was that general sheperd was killed, does it mean infinity ward will developed another MW after black ops? I guess so.....
