Importing email addresses?

I have an excell spreadsheet of over 1000 address that have subscribed to my newsletter. I'm not sure how to import them to outlook. And if I do, I want to email everyone all the receptents seeing the other addresses. And I don't want it to be seen as span. Do I need to purchase a program?
