Why are some muslim women so immodest?

I've noticed that many muslim women wear the headscarf but they wear this in conjunction with tight clothes and make-up. Also, the scarfs can be very long and too colourful which attracts attention. Why do some muslim women do this? I thought Islam said women should be modest?
