Can a pastor speak for his entire congregation?

My sister was told by the church pastor that she could no longer ask any person at the church for rides to and from church. She is mentally disabled and may make some people feel uncomfortable when she asks but it would seem that those people could speak for them selves and just say No. Does he have the right to do this? Is she being discriminated against? What can I do to resolve the situation? I have spoke with the pastor and all he can say is that "some people need tough love".
